bench-mcp: SCPI instrument control for agents behind interlocks they cannot override

bench-mcp exposes SCPI power supplies, multimeters and oscilloscopes to an agent through 10 MCP tools, with no tool that sends raw SCPI. Voltage and current limits come from a file a person signs off, read once at start-up and enforced by a pure function before every command. The README says it has run only against simulated instruments.

Briefing

Measurements are chosen from fixed lists, and arguments the server does not know are refused by name. The bench file needs a person's sign-off; unknown keys and non-finite limits fail the parse, and the device under test can tighten a channel's limits. Before output turns on, the interlock forces a current limit. It ramps in steps under a slew limit and latches the emergency stop until a restart.

The README lists 140 tests. The VISA path is written but has not run against hardware. Its demo sends the same requests as raw SCPI, and a fresh simulated board is destroyed.
